When I look at the stone images of Buddha with the red aprons, they remind me of infants. Especially when the sunlight during the afternoon shines on them. The stone surface is dyed with a flesh tint and looks like a real infants' skin.
I imagine that many infants died by fome some disaster in old days. So, people made these small stone images of Buddha by the river during their time of grief, and held a memorial service.
