【Location & Temperature】
Xi'an is located in the middle of Guanzhong plain in China, and is the capital of Shaan Xi province. It is an important city in midwest China, as the center of the study of science and education.
Average height above sea level is approximately 424m. There is the Weihe River to the north, and the Qinling mountains to the south. It belongs to the continental temperate zone, and has four seasons. Average temperature is 13℃ (coldest 1.3℃ in January, hottest 26.7℃ in July). The average rainfall is 604.2㎜. Average annual daylight is 1976.6 hours.
【History】
Xi'an was the capital for approximately 1,000 years from the Zhou Dynasty to the Tang Dynasty, and also the Silk Road started at Xi'an.
The city of Chang'an, during Tang dynasty, was the political, economic and cultural center of China, and is one of the largest cities in the world, and therefore it gave much influence on the plan of construction of the capital, Heijyokyo.
The fact that Wadokaichin coins were excavated in Xi'an proves that many Japanese delegations, exchange students, and learning monks visited Xi'an, and there existed some cultural exchanges.
The name of Chang'an was changed to Xi'an in 1369.
【Administrative System】
The Xi'an People's Congress has the supreme authority in Xi'an. The Xi'an People's Government is the supreme administrative organ. It adopts the system of mayor's responsibility. It also handles every regions and county governments.
【Transportation】

Xi'an station is one of the eight biggest stations in China. The total average number of passengers getting on and off per day reaches 30,000 people. Road extension in Xi'an is 2829km, and there are five national highway arteries through Xi'an.
【Industry, Culture, and Education】
The major industries are those of machinery, electronics, spinning, and light industry and aviation; besides there are chemical industry, medical supplies, building materials, metallurgy and food.
On the other hand, Xi'an is the productive center of equipments of electric supply necessary for all over China, aircraft, spinning machines, surveying instruments, meters, industrial sewing machines and electronic parts.
The education system adopts 6-year elementary school, 3-year middle school, and 3-year high school.
The compulsory education is nine years, elementary and middle school. There are universities, institutions which are equivalent to universities, and institutions of higher education.
【Partnership Progress】
During the eighth century, Nara and Xi'an exchanged firm friendship and had cultural relations, as the capitals of Japan and china.
Because of having been deeply related, the city of Nara sent a letter to the mayor of Xi'an, making proposals for the Friendship City Relationship in March, 1969, and also sent several times the letters and petitions.
When the representative of China-Japan Memorandum Trade Office in Japan, Xiao Xiangqian, visited Nara in October, 1972, he was requested to be a promoter for the Friendship City Relationship between Nara and Xi'an. In December, 1972, a petition for the Friendship City Relationship was submitted to Liao Chengzhi, who was the president of the China-Japan Friendship Association, asking for the early realization .
The Deputy Mayor of Nara visited China, and negotiated it with the Mayor of the Xi'an Revolution Committee and representatives in September, 1973. Consequently, both agreed, and the mayor of Nara, Mr. Kagita, with the Nara Friendship Delegation visited Xi'an by the Xi'an Revolution Committee's invitation on January 27, 1974. And the ceremony of the Friendship City Declaration was held at the Xi'an Revolution Committe auditorium in February 1, 1974.
【Community Substance】
There are sports exchanges, student exchanges, educational exchange, plant and animal exchange, tourism, Friendship Delegation visit, government officials training and friendship athletic meets among the three cities, which are Nara city, Gyeongju city, and Xi'an city.
